The Problem
The problem we want to solve is the growing stray animal crisis in Puerto Rico. Overpopulation of stray dogs and cats has become a persistent public health, safety, and animal welfare issue that exceeds the capacity of existing shelters and rescue organizations. Although earlier reports estimated the stray animal population in the tens of thousands, more recent public statements and news coverage indicate that the number may now exceed 300,000 animals. This crisis is driven by abandonment, low spay and neuter rates, limited municipal resources, and the lack of a coordinated public policy response. As a result, shelters, sanctuaries, and rescue groups are overwhelmed and unable to meet the ongoing need.
